It's the Task Force. Or at least Leon Kennedy. He thinks he's judge and jury of any suspect he catches.
There's no one to stand up for prisoners' rights. No one to judge them but the Task Force.
That doesn't seem right.
Killers we can't catch are free to do whatever they want. Same with Wesker, because he's nice sometimes. But a guy who practically turns himself in gets locked away and abused like the worst criminal here? That's not right.
I've seen Zexion do worse stuff on a Saturday night.
