My brother is hispanic and his father always made this very particular rice pudding that did indeed have condensed milk in it. I don't know if this is what you're looking for, but here's ya go.

I should also add that apart from being baked, this sounds very much like what you are describing. It's mostly just rice, not very much actual pudding (at least how he makes it, this was the closest recipe I could find to my memory, you may want to research Arroz Con Leche, and although it's entirely made either on the stove top or in the microwave, I'm positive that if you baked it in the oven at a low temperature for awhile it'd give it a really nice texture so it wouldn't be weird to me if she took the creative liberty to add this step.

Joking aside, I hope you get to figure it out or make a new traditional rice pudding in your family.

Rice pudding is the kind of thing I[my mother and grandmother]did by feel. You take cooked left over rice and add enough custard- sugar cream and eggs [dried fruit or spices optional]and bake it until it's done. we never used canned milk but my people had cows and chickens.
