My assumption on the details of the deal: "Not enough people will buy the game to make even the minimum number of printed copies worth it." "Hey! We'll order the minimum number necessary for you to release the game in America if we get exclusivity!" "DONE."
For the record, this is DEFINITELY the European translation with NOTHING changed AT ALL. Uses the Euro logo in-game, has the Euro voices, skills are LEARNT, people preform Manouvers, the game is colourful, ect. So I think Nintendo already made their money.
Using the European translation isn't surprising. If Nintendo didn't want to release the game at all, it isn't like they were going to go out of their way for a limited release.
Put in the game myself just now. Hrm, flipping through the Wii history shows the last game I played was in August of last year. And I needed to perform two system updates? Hrm... I've a feeling only one was a legit update (4.2 to 4.3), and I'm guessing the other is the reason I now have tabs for "Internet Channel", "Check Mii Out Channel", and "Netflix"...
