Ianto's supervision of course.. Just another example of his kindness that he taught Janet to communicate, thus earning her affection and Loyalty. I'm sure Jack will sort something out - if only to give Ianto time to be with him

Of course since Weevils have a telepathic link to each other, this will lead to literate Weevils attempting to communicate with people by sign language and queuing up to enrol at the local library...
