Exactly! He has more humanity and compassion than anyone, he does the right things for the right reasons, but sometimes he has to do terrible things for the greater good and that weighs on him unbearably. I don't know how Gwen can NOT SEE what such things cost Jack.

It's little glimpses of things like this that make it so appalling what happened to Jack in CoE (the blowup); he may have been alien and from the future, but he was far more human and compassionate than anyone in that farce of a government could ever call themselves. Jack could have used a better 'bedside manner' in dealing with the local LEOs but even that is excusable, considering what Torchwood dealt with but this just beats out even that. Its just too bad that no one really knew what Jack was really like when he did things like this.

He did his best to help those he could and to protect those who nothing much could be done for. That's why he set up Flat Holm to give them a place of safety where they could be cared for.

I have a theory about why Jack behaves the way he does with the police. It's a distraction technique. If the cops are annoyed with Jack, they're more likely to go away and leave Torchwood to it. If they go away, they're less likely to see things they shouldn't or get hurt. Being nice isn't always the best approach.
