Summary: Even the most officious bureaucrat is no match for the Doctor.

Officious bureaucrats were the same the universe over, apparently. This one was refusing entrance to what was supposed to be a public building where a meeting was being held to iron out a trade agreement with another race of aliens.
The Doctor had important information about these aliens; they weren’t the peaceful traders they seemed, this was merely the first step towards a full-scale invasion, but how could he warn anyone if they wouldn’t let him in? He was getting angry.
“If you don’t let me in, you’re all doomed!”
“You can’t threaten me!”
“I think you’ll find I can!”
