Personally, I do like it both ways. Both of these two have such pride and tension that I don't think they'd let the other top very easily. Though I must admit, I have a slight preference for Spain topping, only because with this pairing in particular, it's much too easy in the fandom to find arts of England dom-ing Spain (as wonderfully demonstrated by the file of fanarts in this particular entry. So while I usually find myself trying to remind fans that England does very much have the ability to top, this pairing is an exception. Spain can certainly top as well. ♥
