The problem is that this really doesnt address the root cause of the AIDS epidemic in Africa. So long as infected people are having unprotected sex with (un)infected people, the disease will continue to eradicate the populace. Circumsicion may reduce the likelihood of catching/spreading the disease, but in and of itself, it is not a protection or a deterrant.
