Anyways, I can see OP's point. She wasn't wasting space when they needed it and had actually ordered food by the time they needed it and he could have at least asked her to leave after she finished her food.
That being said, unfortunately I'm guessing it is cause she isn't exactly unrelated to the place he felt comfortable just asking her to leave outright.
And I think I would have been tempted to say something like Latin_lunatic said in a comment below this, "I just got my food but I will leave as soon as I am done."
