I'm not quite sure, but both McCain and Obama seemed quick to try to please him.

According to the CNN post-debate fact ticker thing, Joe is an actual plumber who told Obama that Obama's tax plans prevented him from getting a business.

I hope that makes more sense upon further research.

Joe The Plumber is Jo Wurzlbacher (or something). Yes, he does exist. And he doesn't have a license to plumb.
