Bingo! From the biography: "Baby-sitters Club fans may be wondering why Avalon and Wildwood sound so familiar. It’s because Ann used those towns and another, Surf City, as a model for Sea City, where Mallory’s family goes for their summer vacation. She combined aspects of all three towns." (chapter 9)
Geography-wise, Surf City is probably the one that best fits the description of having an ocean side and a bay side. The peninsula is a little long to be a dog's tail, though.
From the physical description (though obviously, not the culture of Sea City), I always thought it sounded a little like Cape Cod. That's a shorter peninsula and it really does curl up. I never spent much time at the Jersey shore -- my family usually went south to Virginia Beach.
I wish I had Abby's Book because I always wondered where specifically on Long Island she was from. When I read it a few years ago, there was a map of sorts in it and based off of that, I concluded that she was probably from the Plainview area. I need to see it again though to see if I still think that.
