Babylon 5 Emergency Policy: Zombie Apocalypse

In the event of a zombie outbreak, Babylon 5 presents a number of security risks and challenges. Basic understanding of these security protocols is mandatory for all security personnel. In the event or suspicion of a zombie outbreak, these procedures should be implemented immediately.

Stage I: Full station lockdown and quarantine procedures initiated. No exceptions. Until it is proven that zombies do not cross species barriers, no ships enter or leave the station, and traffic between zones on-station is limited.
Stage II: Confirm infections and type of zombies. This will probably require access to medical facilities. In the extremely likely event that Medlab has been compromised, clandestine Down Below facilities may serve as a secondary base of operations.

Subsequent security strategies will depend on the type of zombies involved. Type A, the Lurcher, is relatively easy to maneuver around and presents a threat only in large groups, which we have in abundance on Babylon 5. Type B, the Sprinter, is a more dangerous immediate threat but will be limited by station architecture and lockdown of transport tubes. Sources have advised security staff of the possible existence of Type C, the Minbari zombie, which is naturally equipped with a boring mechanism designed to cut through bone structures.

Upon the identification of zombie outbreak, medical staff will immediately begin work on discovering the origin of the infection while the rest of the station is secured. The source of the Type C zombie would most likely be the import of some organism through customs and should be caught at that point, while Type A and B zombies are of more ambiguous origin.

Stage III: Full station sweep. Officers will be outfitted with riot gear and maintain strict bio-contamination protocols at all times.
Alien Sector - Secure and isolate. Not worth the extra time and effort that it would require to sweep the sector.
(Michael, you can't just seal all the methane-breathing aliens in and let them kill each other, it would start an interstellar incident, and avoiding those is part of your job description. I expect to see the revisions. -Jeff)
Green Sector - Ambassadors are secured individually to their quarters. Pak'ma'ra should be quarantined separately and left alone until foolproof diagnoses are possible. They eat corpses all the time, better to avoid somebody deciding to shoot first and ask questions later.

Yellow Sector - Evacuate all personnel and lock down. In the unlikely event of a mechanical issue requiring immediate attention, access to Yellow Sector for verified uninfected personnel can be made through Blue Sector.
Grey Sector - Secure and isolate. Anyone lurking in Grey Sector in an emergency is gonna get stuck there, they know that already.
Blue Sector - Access restrictions limiting Blue Sector to command personnel make this the ideal location for an evacuation zone. Civilians, once verified uninfected, will be transferred to Blue Sector or secured areas of Red Sector for indefinite holding.
Red Sector - The most likely site of heaviest infection and therefore the heaviest combat. CIVILIAN CASUALTIES ARE TO BE AVOIDED WHENEVER POSSIBLE. However, A ZOMBIE IS NOT A CASUALTY, IT IS A ZOMBIE. SHOOT IT BEFORE IT BITES YOU.
The only universally accepted method of destroying a zombie is the head-shot. Snipers and marksmen will be of paramount importance, and will be stationed along walkways and overpasses wherever possible.
Major civilian gathering places will be isolated separately and simultaneously by different teams. This will require six major strike forces: the Zocalo, Medlab (hopefully already secured), the Casino, the hotel district, and two teams for the permanent residential zones. Standard quarantine procedures will hold: civilians will be advised to remain in their quarters until all-clear is sounded, but security will make individual checks of all quarters to identify possible outbreaks. Secure one level at a time, marking and double-locking all possible infected quarters and identifying the locations of all uninfected civilians. Groups of uninfected civilians who cannot be moved to quarters may be evacuated to Blue Sector.
Brown Sector - Also heavily populated and difficult to secure, to be treated in the same manner as Red Sector. Secure one level at a time, evacuating confirmed non-infected citizens to Blue Sector or secure zones whenever possible.
Full station security will almost certainly take some time to secure, and depending on the type of zombies involved, may not be stable once achieved. Vigilance will be required and emergency staffing rotations will continue until and if the infection is confirmed cleared from the station.

De-animated zombie corpses will be held in designated hot zones until medical staff can confirm a safe disposal method. Cremation is probably implausible, but we can always dump 'em into the sun if we have to.
Stage IV: Investigation. The chances of a zombie outbreak occurring spontaneously on an isolated station like B5 are astronomically small. Therefore, we must assume that the outbreak is a result of the accidental or malicious release of some kind of toxin into the station's population.
For the purposes of this exercise, we will presume that the toxin was not airborne. If it was, we'd all be zombies and this plan would be completely useless.
The most effective method of determining the origin of a poisoning or outbreak is to identify the first victim. Since ongoing conflict between the living and the dead in the event of a zombie outbreak would make detailed examinations of crime scenes impossible, officers are reminded to maintain vigilance at all times and to record all observations as soon as they return from active combat. Where do the zombies seem to be at their highest concentration? Are they Human, Narn, Centauri, Drazi? Do you recognize any zombies, know where they might have been at the time they became infected? Tracing the origins and spread of the infection will rely heavily on station security's knowledge of the station and its inhabitants. Don't forget your job just because you're fighting the living dead.
Like a bomb maker, the person who uses zombiism as a weapon is likely to fall prey to his own evil plan. We should expect to find, if not the individual directly responsible, at least a trail leading us to the identities of the person or group of persons who developed such a plan and made it possible.
Casualty counts (including zombies) should be maintained with as much accuracy as possible, in order to present the most effective legal case against the perpetrators. Criminal negligence is much easier to prove when you can hand the jury a figure on the number of lives lost to a zombie outbreak.
It is recommended that a similar emergency plan be drawn up by medical staff in order to most effectively present the necessary procedures for quarantine, containment, analysis, and effective treatment.
