The same situation happened here. The town employees swept together all the teddy bears, decorations, flowers, etc and heaped them by the wire fence. When the families protested, they were told "your things aren't thrown out, they're over there by the fence!" I miss the old cemetaries like where my grandparents are buried. The headstones stand tall and ornate, or small and simple. Here, all stones must be FLAT. Kind of boring.
