do we need a permit to have a birthday party in a local park? We're low key people and strapped for cash, so we were thinking pizza, cake, drink boxes, and kids enjoying themselves at a local Brookline park in our 'hood. 
Last thing we want is trouble with the city.

I would call City Hall and ask. It shouldn't be a big deal as long as you're not setting up a bouncy house, ball crawl, having entertainment, etc. If you are going to do all of that, you may need a permit. But it sounds like a picnic outing which usually doesn't require permits! :)
