To answer your questions, though I won't be any help in the end:
1. Yes - our daughter is in military daycare (Child Development Center) which we like more than any corporate or in-home care we've found to-date.
2. I am in the military/work full-time on-base.
3. 127 per week. Another reason we love it.
Unfortunately, it's not open to non-employees of the installation. : (
I do know of an in-home daycare by our place in Malden that I would trust and is affordable though. I'll try to get the information for you if that's a feasible option.

I would also start looking at local churches that have nursery schools or daycares. They advertise with banners or signs near the churches. And sometimes they have different rates based on age/skill of the child (toddlers are lower than newborns).

My daughter went on a part-time basis, but the full day rate was $65 a few years ago; it goes up a few dollars a year to cover cost-of-living increases.

My experiences with home daycare was that enrollment contracts were for Sept-Aug. Finding an opening in March may be hard; not impossible, but hard.
