Lay flat- shoulder to shoulder is is 16.5 inches, armpit to armpit is 17inches, top to the tip of the longest point is 22 inches.

The bust lay flat is 14.5 inches, and there is corset style laceup in the back, the top of the lacing has elastic of some sort so it can stretch another inch I believe. I have 34 inches bust and the jsk is way too lost on me even with a blouse on.
The waist measurement lay flat is 13 inches. After bloomers and 2 petticoats I am a 28 inches waist and it fits comfortably. Just so you may want to know, from the back to the bottom of dress is 26 inches and the top point to the bottom of the front is 31 inches.
The JSK is about 2 lbs after packaging I think. According to USPS site, first class mail is about $18, and the site says international first class can't add insurance but there is option to add register mail which cost $11.50. Priority mail will be $32.55 and neither method is trackable. UPS store told me they charge more expensive to ship international.
Yes, you will be fine. I googled for the dress's measurement, and found someone saying the bust being 76-88cm and waist being 68-76cm (26.5-30 inches). My bust is 34 inches, and the dress is too big for me and I had to hair clip my way to get it in place, so with the shirring back you will be fine. I do believe there should be no problem to fit 2 more inches in the waist.
