Start out by cropping and resizing your base image.
Here is mine:


Duplicate your base image, and desaturate. Then set to 'soft light' 100%.
You should get something like this:

Now, create a new layer above your base layer(but beneath your 'soft light' layer),
and fill with #001F56(this a 'darker cyan blue'). Then set it to 'difference' 100%.
You should get something like this:

Setting your blue layer to about 75% also looks quite nice
and will get you something like this:


At this point you can add text and/or other affects to your icon:

->

To get the final outcome, just create a new layer on top of everything else and fill it with white;
set to screen and use a black brush.
