Well, that being said, is there any form of structure of "leaders" or government, here? Or is this almost marshal law?

Yeah, but it was less of a, "Welcome to World's End" and more of a "Here's our list of crap we have to deal with. You should look it over." I'm pretty sure the whole thing's outdated now, though.

Depends on who you ask, about leadership. My honest answer is no, there's no structure, though I know a girl or two who'd kick my ass if they ever heard me say that.
