Not ALL banks, but the expensive, hoity-toity ones do. Also, Manhattan has a lot of banks whose headquarters are based there, thus the nicer buildings.
Also, tragically, there's going to be a distinct lack of Elizabeth in the first half of S2 because of Tiffani's pregnancy. LIFE IS SO HARD. I can only hope they make up for it with lots of extra El in the back-end of S2.
I read somewhere that back before banks had insurance and so on, they used to be housed in very grand, impressive buildings to give an impression that they had oodles of cash and were stable and secure. Since regulation, there's more consumer confidence (mostly), so banks don't need to use subliminal architecture as much, but presumably some is legacy/tradition. :-)

Does it get better?
I think so, yes. It's different from BSG, but I still enjoyed the first ten episodes a lot.
