What else could be the cause of arson but an arsonist? It's likely there was a "who" involved, not a what.

But so is everyone, I'm sure. This isn't how normal cities are supposed to be run. [sigh, a wave of his charred fan] But that can't be helped!

The fire was mostly out, I just went looking to make sure everyone was safe. Uh, and actually--I fell down. A little girl has been handing out bandages for the, um, wounded.
