The general guidelines are thus - when your reference to someone touches on his online persona or matter online the lj user tag is expected. When the reference touches on matters completely unrelated to the Internet the normal text version suffices. Ambiguity falls to the former, so when in doubt using the tag is better.
Me? I like the lj user tag. I like seeing my name bolded and colored and with the little person next to it, and I like it in general because it gives the feeling that people have substance, that they are more then the mere stories surrounding them. That's why I try to refrain from mentioning LJ-less people as much as possible and make up user names for them when I do(diceman, genkin, etc).
I have one problem with the lj user tag (well, besides what it does in hebrew texts) and that's the fact that you can't capitalize it. I like my nick capitalized, dammit.
