It's way up north, in Manchuria. The letter writer was apparently impressed with the "international" feel of the city. But I don't think anyone actually called Harbin "Paris of the Orient" (that's reserved for Shanghai). Harbin was mostly likened to a Russian provincial town.

Please excuse my ignorance but is Harbin a foreign district near Shanghai?
