SHIELD probably does, but it's an open question as to if it'd be at The Triskelion, or somewhere else, and whether or not it's been infiltrated by HYDRA (remember, Rumlow ended up in a hospital too).
It could be Walter Reed, since Steve is a (former?) Army man. It could be a VA hospital.
The armed guards were a question...police? FBI? Military? SHIELD?

I was thinking not the Triskelion only because the hospital looked 'normal', not all shiny and futuristic. I was leaning towards a military hospital. I guess unless told otherwise, it really doesn't matter.
My guess would be Walter Reed, especially since Sam is there too. Besides, wasn't that where he was conducting his PTSD counselling sessions for the VA?
Fury's hospital struck me as an underground facility (low ceilings, heaps of strange gadgetry, fortified exterior from where Natasha and Maria observed him) whereas the one Steve and Sam were in looked more like a standard hospital room, with those horrible high beds and side tables. I'll check when I see it again Monday ... ;-)
Hmmm... I think I thought the operating rooms were more enclosed, and the actual rooms were on floors with windows. But yes, more research at the cinema is in order!
Definetely not Triskelion - Steve ran from it and then came to hospital for the flash-drive, he wouldn't be able to just walk in a hoodie if it was SHIELD HQ. I'm thinking military hospital with some SHIELD personnel on board, but not totally SHIELD. .
