There's a story on AO3 called All the Leaves are Brown written by AvacadoLove. Four year old Tony is in the car when Howard and Maria are killed by the Winter Soldier. Instead of killing the boy WS takes him and raises him. I haven't read it yet even though I've had it on file for awhile (I can be easily distracted sometimes) so I don't know how much of him is Soldat and how much is Bucky. Steve doesn't come into it until much later.

I’m not familiar with the specific fic you were looking for, but I second the recommendation for All the Leaves Are Brown. Another one that comes to mind is Unconditionally by Potrix, which has Steve raising Tony. It does include some Tony/Bucky at the end though, which might not be your bag.
