Is this a movie?

Yup Yup. Going right to video - no release in the theatres.

It's based on Final Fantasy 7. It's a animated/cgi'ed movie. Geeks, rally!

Rumor is that is it will be a holiday season realease here in the US and that the UMD (PSP Version) wil be realsed before the DVD version, and I have also heard rumors of a PSP only realease, and I really hope those are wrong. But that aside, we probably won't see any realease until the holiday season.
