Basically, Texans aren't taught how to drive on ice - not in driver's ed, not by our parents, not by our significant others on the rare occasion there's ice. Therefore, nobody knows how - physically - to drive.
To complicate matters, Texas cities have bigger worries for 9/10ths of the year than to buy sanders - for the amount of money they cost in initial cost, manning them, training people, and storage, the cost of having the city shut down is less. Secondly, we have a lot more crazy-high bridges than any place north of the Mason-Dixon line. No clover-leafs here, it's all massive bridges. Finally, some of our roadways are almost entirely off the ground (183, several portions of the tollroad, I-35 upper deck, etc).
In short, even you have a very, very good reason to stay inside. Other drivers being incompetent, the city being unable to thoroughly make safe the roads, and the inherent road construction all contribute to a very, very dangerous situation.
