It's still basically D&D HtH combat, so, yeah, I guess it does.

If I use it, it'll be to play Gamma World. I may rip out the combat guts and replace them with a Mutants & Masterminds/True 20 "Damage Save"-based system, but the more stuff like that I do, the less I'll be able to "plug and play" with the vast amounts of ready-made d20/d20M material on the market.

Oh, Modern's great flaw was that it actually had a worse hth combat system than straight d20. It was impossible to actually knock someone out.

...you can knock someone out in straight d20?

(I'm not much for dungeon fantasy, so I haven't played too much of the d20 stuff.)
