Lionel wants to tell it at Rocky and Madge's wedding, then he tells it again to Stephen when he's staying over because Penny is "dying" and then Rocky tells it at Judi and Alistair's wedding. I think it's mentioned on one or two other occasions but I can't think of it right now.
I believe that the joke is never told on the air in ATGB.
For one candidate, search for "no feet" on the following page of parrot jokes, but please be warned that the joke is lewd and vulgar. There had to be some reason why Lionel was always discouraged from telling it. On the other hand, it is entirely possible that this joke was made up just to answer the question "What was Lionel's joke?"

I think Rocky also tells it in the ep. where Judy and Alistair get married.
