I don't understand why daylight savings ends. Who benefits from us switching back?

My best guess is the time zones were originally set up so that 12:00 matches up vaguely with solar noon. The whole thing is arbitrary so it's hard to come up with good rationals either way, though. I mean instead of Daylight Saving we could just change standard operating hours from 9-5 to 8-4 and it would have the same effect right?
