I'm hosting in December an day event for young teens. There'll be a street art workshop for about an hour for 25 kids. I have no experience in this sort of thing and I'm trying to work out paint quantities

Avoid spray paint at all cost. The overspray gets on EVERYTHING and is sure to ruin clothes. Also, the fumes and chemicals are nasty.
I say get yourself cheep Tempera paint which will wash out of clothes easily should the kids make a mess, and is completely non-toxic.
If the paintings need to be weather resistant, go around to paint stores, home improvement stores and hardware stores (Anywhere that they custom mix paint) and ask for latex paint that has been mixed wrong. It's also called "oops" paint. They will usually sell this dirt cheep as it's no good to them, and because it's latex, it's washable with water before it dries, but once it's dry it won't wash away.
