It is complicated. It seems to strange not to consider them all on the same level, but at the same time, some people you just get closer to and sometimes even when someone does something important, it can't replace a bond forged over several years.

My classifications are nakama and family like Ace and my brothers, and then close allies of Pops, then personal friends, and friends of friends, and then everyone else and enemies who have to die. I guess it's because there's so many people involved, it'd be ridiculous to act like they're all the same.
