東京光學機械株式會社 = "Tokyo kougaku kikai kabushikigaisha" (literally, "Tokyo Optical Instruments, Inc."), a company that today is known as "Topcon" (http://en.wikipedia.org/wiki/Topcon). They probably manufactured the goods.
學 is simply an old form of 学.
會社 is an old form of 会社. The radical of 社 just looks different in old fonts.
