Depends on whether or not your having them as Elites or not?
Normal Controller of that level would be around 30-36hp (assuming a lvl 2 monster is what your aiming for)
Elite controller would have around 84-96HP.
Also it depends on their defences as well. I imagine high Fort, Mid AC/Reflex and low Will fits the theme (16F/15AC/14Will for non elite, 18F/17AC/14Will for an Elite.)
XP wise your looking at 125 or 250 elite. Possibly give out more for when the powers are potentially fatal (how tall are the buildings?)
Also if you use the optional rule for crushing (distance that cannot be moved because of walls etc. cause damage the same as falling) you may want to adjust the powers.
I'll not be using crushing, and only 2 out of 8 will be elites.
Hmm... 125x6 +250x2 = waaay over xp budget.
I might drop their AC a bit to make up for the fact that they can push away foes who try to close to melee range. As they run away at 'bloodied' that effectively halves the damage they take before they are defeated.

How many PC's are there? Having a fight with multiple types of one enemy isn't that fun. I'd recommend two non elites with other monsters or 1 elite with lots of other monsters.

Chavling Filth Wizard (non elite) x2 =250 or Elite Chavling Filth Wizard x1 =250 Chavling Little Shits (Goblin Cutter) x6 = 150 Chavling Coward (Goblin Sharpshooter) x1 =100 Total 500xp
Have the coward stand back from the fight, behind the Filth Wizards, which will knock foes back into the throng of Cutters.
The minion mechanic is awesome and necessary for Controllers to have real fun. If you don't have a controller take out the little shits and the coward and swap em out for a couple of Chavling Cunts (Kobold Dragonshield.) If you've got more PCs either at another Coward to the mix, or have a fuck load of Little Shits (12 in total.)
Hmm, I've done a lot of 'running away monsters' and generally they just lead to awkwardness and resentment - you have to 'scroll the map' a lot (especially if someone in the party has a longbow!) and if your party's anything like mine then they just won't give up a chase until you drop some really heavy hints that it isn't worth it...
