We have such a small population at this point, a direct democracy might even be feasible.

What you say is true, and any such institution has the potential to become corrupt or to be unjust, yet it is no reason to abandon the very idea of establishing such a system. Not when the safety of citizens is at stake.
This would not be a governing body, precisely, as it is clear that the gods themselves run this city, though they have not provided us with a justice system. It would be a way of hopefully preventing crime, and, if that is not possible, ensuring that those crimes have consequences.

That's true, and I'll be glad to use my expertise to help others. I can't yet say how it will be organized, but a committee of those with relevant experience would be useful, so we can combine our knowledge and compare our experiences.

Yet-- how long have they been here, so far? Nearly two weeks, and it's definitely leaving one hell of a bitter taste in the woman's mouth. So far, she still doesn't have answers; her usual method really isn't working.

A pleasure to meet you, Sergeant. A security force would be particularly useful. My primary concern at the moment is possible outbreaks of violence, and the existence of such a group could go a long way toward deterring crime.

No, it won't be easy, but I feel it would be best to start sooner rather than later, while everything is still new and unsettled. We'd have the best chance of implementing such a plan now, when there's less chance of organized opposition, and our powers are more or less equal in strength, though they vary.

I understand wanting to abstain, but don't feel you should have to because of a lack of relevant experience. If one has strong opinions, that is qualification enough. [A smile, because it's fairly clear that Anders has strong opinions.] What is your professional experience, if I might ask?

My...professional experience? Well, that's...a long story. Not a very cheerful one, either.
[ there's a long pause after that. he's only ever told one person--a few others by extension. but that was so many years ago. eventually, not unexpectedly, it's easy to forget the way of it.
but this stranger knows justice. it's impulsive, but anders has always operated on impulse. instinct. against injustice, trusting those who work against it. ]
You see, I...am justice. Or I was justice. In that we are--were--one. It was complicated even before I got here, so as you can imagine, it's even more convoluted now.
