We'll be organizing this democratically with the cooperation of the populace. That's why I'm asking for as many people as possible to involve themselves. I myself won't be in charge, and I'd prefer not to be. I'll be serving the people as a magistrate, no more.

Not at all. It's clear enough that the "gods" are in charge here, though they created no legal system for us, perhaps because the native inhabitants are rather blank and lifeless at present.

This isn't about determining who will lead us. It is about establishing a justice system and a police force, to prevent crime and create consequences for criminal actions.

I am sure that a definite course of action won't be decided on easily. It's a great undertaking, and it could take many more weeks. I'm asking for assistance with planning and organization.

I couldn't agree more. It will be quite an undertaking, which is why I'd prefer it to function as a community project, with the input and involvement of as many individuals as possible.

We have such a small population at this point, a direct democracy might even be feasible.

What I'm most concerned with is protecting the inhabitants from harm. [He can't turn a blind eye to evil, no matter the situation. That is the obsession that drives him. The thought of there being no system in place to do this work agitates him, though he remains visibly calm]

Many of those here are from societies without laws, or those that have vastly different cultures. How will it be decided which are valid and to be enforced? Even in a proposed democracy, there is the issue of majority rule being not necessary being the most just.

[Castiel's had terrible experiences with dictatorships, particularly those supported by majorities, so he's skittish about the entire idea.]

Precisely. I have not yet determined how to deal with that difficulty, which is one of the reasons for my appeal. I don't mean to be in charge of this system, but to be a part of it.

What you say is true, and any such institution has the potential to become corrupt or to be unjust, yet it is no reason to abandon the very idea of establishing such a system. Not when the safety of citizens is at stake.

This would not be a governing body, precisely, as it is clear that the gods themselves run this city, though they have not provided us with a justice system. It would be a way of hopefully preventing crime, and, if that is not possible, ensuring that those crimes have consequences.

That's true, and I'll be glad to use my expertise to help others. I can't yet say how it will be organized, but a committee of those with relevant experience would be useful, so we can combine our knowledge and compare our experiences.

[ ... Dammit. Dammit. Lightning watches this video - twice, actually, and then a third time for good measure - and finds herself... well, distinctly unhappy about it. Not because she has anything against the concept of law and its enforcement, exactly, but because she really doesn't want to be stuck here long enough that something like this even becomes an issue. For her to get involved.

Yet-- how long have they been here, so far? Nearly two weeks, and it's definitely leaving one hell of a bitter taste in the woman's mouth. So far, she still doesn't have answers; her usual method really isn't working.

Eventually she replies, by video, her face serious behind that fringe of pale pink hair. As frustrated as she is and as tempting as it would be to keep to herself entirely, it would also be irresponsible to keep quiet. ]

[Yuri would agree with her, as he wants nothing more than to go home and see everyone else sent home as well, but while justice is lacking and needed, he can't sit by and do nothing, even if he disagrees with the gods and considers them little more than powerful kidnappers.

He still hopes that these gods can be opposed in some way, but in the meantime, this is his duty.]

A pleasure to meet you, Sergeant. A security force would be particularly useful. My primary concern at the moment is possible outbreaks of violence, and the existence of such a group could go a long way toward deterring crime.

No, it won't be easy, but I feel it would be best to start sooner rather than later, while everything is still new and unsettled. We'd have the best chance of implementing such a plan now, when there's less chance of organized opposition, and our powers are more or less equal in strength, though they vary.

As we're all residents of this city, we should all have a say in its justice system, which is a public service.

I understand wanting to abstain, but don't feel you should have to because of a lack of relevant experience. If one has strong opinions, that is qualification enough. [A smile, because it's fairly clear that Anders has strong opinions.] What is your professional experience, if I might ask?

Thank you for your faith in me. I hope I'll do as much to serve the people here as I do at home. [If his fire power increases enough in the future, he may be able to do his more necessary work at some point, but if so, he'll have to be very careful.]

My...professional experience? Well, that's...a long story. Not a very cheerful one, either.

[ there's a long pause after that. he's only ever told one person--a few others by extension. but that was so many years ago. eventually, not unexpectedly, it's easy to forget the way of it.

but this stranger knows justice. it's impulsive, but anders has always operated on impulse. instinct. against injustice, trusting those who work against it. ]

You see, I...am justice. Or I was justice. In that we are--were--one. It was complicated even before I got here, so as you can imagine, it's even more convoluted now.
