I started of with this image.
1. I just used the blur too all over her face except her eyes & lips and then I used a gradient with color #071B79 and set it to Exclusion.
2. I used this texture made by colorfilter and set it to Soft Light.
3. I used this texture made by colorfilter and set it to Overlay.
and this what will turn out with you:
4. I used this brush, don't remember who made it if you know please tell me so I can credit.
5. I went to Filter, Texture and chose Grain Intensity: 9% ,Contarst: 66%
6. I duplicated the base to the top and set it to Overlay.
7. And finally I wrote "wonderland" using the font Times New Roman and resize it and then I used the Rectangular Marquee Tool to make a rectange and set it to Screen.
And finally, the result is this:
