Although it's not a book, if you haven't read it, I recommend the Rolling Stone article "How America Lost the War on Drugs."

Not strictly on "drugs" or "policy", I was deeply inspired by Ain't Nobody's Businesss if You Do by Peter McWilliams (when I read it, um, 13 years ago?).

It's not a book, but the author did write a book expanding on the things in this article.

One of the important things he highlights that I don't think is talked about enough is the role racism played in the beginnings of the anti-drug crusade. The adoption of the term marijuana to replace hemp, for instance, which played to anti-Hispanic prejudice.

Not "drug policy" the way you probably mean it, but if you don't have The Emperor Wears No Clothes you should get it. It's very entertaining and is also a great reference. Though it shouldn't be one's only source :)
