The "current owners of the river"...!!!??

Wouldn't the river belong to the country / city / people anyway?

Sorry Dom, I didn't express that very clearly. The current owner is the State of Bavaria. They are going to sell the river to the City of Munich and then new rules on the use of the surf wave will be set up.

Sometimes I write faster than my brain can process the information!
