He's making fun of himself. Quoting the parodies of him from Saturday Night Live. It think it is kinda funny - shows he has a sense of humor.

Oh thank god. I wasn't watching. I try not to subject myself to environments where Republicans speak - especially if they're AS. I was channel flipping - and flipped at the exact moment he uttered that. *shudder*
