I saw it several years ago on one of the Sci-Fi channel's short movie collections. They had a show that would do these weird quirky shorts, and of them this was probably the most profound. I'm not sure if it's allegorical or satire, or just really, really sad.
The message is pretty clean, a man who can generate his own inner 'bliss' loses it in the pursuit of his dream to be on top of the mouse heap. I'd almost think it was modeled after the societalized medicating we do. Always looking for the next wonder drug that will make us happy despite ourselves.
I'm not going to be nearly as cogent as bysmael but here's my best shot. It's very poingnant. Both because of the story of a man trying to regain the happiness of his childhood and the fact that it's obviously about a consumeristic culture where things like happiness are supposed to be bought. It makes me want to go live off the grid somewhere and indulge all of my hippie tendencies :)
The medium and style were well-chosen for that message. Claymation always seems so fragile and the imperfections in that piece magnified the "sick" feeling. And New Order's music makes the feeling even more pervasive. Even before you understand why this person is so sad, you think, "Ew."

It's very poingnant.
