В смысле, это потому, что Обама такой же некомпетентный дурак, как Джордж Буш... даже еще хуже, учитывая, что Катрина была куда более мощным ураганом, - или это системная проблема и сама идея, что надо полагаться на Федеральное Правительство - порочна?
