here too for the upcoming spring break special on March 31st! You probably need to know Japanese, or know someone who can help you translate to vote, but just because there are required fields like address and phone number doesn't mean the submission fields are coded to accept only Japanese zip codes and phone numbers, and the prefectures pull-down menu even has a "others" option! So don't be discouraged, and vote away! (I voted already, it works)
Voting will be open until 9 p.m. on March 13. All you need to do is fill out your name, occupation, age, address, and phone number, but they don't make the zip code and phone number something where it only accept Japanese ones, so vote away, oversea fans!

And here's the translation, for those of you who don't know Japanese:
1. name - first blank is for your last name, second blank for your first name. I would suggest putting it in katakana here, which is the convention for foreign names.
2. name written in kana - this is mainly so that people know how to read your name, since sometimes figuring out how to read a Japanese name written in kanji is difficult even for native Japanese speakers. Just write your name again in hiragana or katakana.
3. occupation
4. age
5. Address - this is where it gets a bit complicated:
the first blank - zip code
the pull down menu - prefecture; if you live overseas, just pull down to the very bottom and select (その他), which is "other"
the next blank - city/ward/town/village
the last blank - address
6. phone number
There are also 5 blanks above that where you can fill out comments, but those are not required. And when you are ready to submit, just click the button on the bottom left, which will lead you to a verification page. Double check and hit submit again, and then you're done!
