RIAJ is certification for shipment and "Beautiful World"'s shipment only reached 1 million until December.

RIAJ's certification based on shipment, not sale.
AKB's album first shipment was 1,1 million and Exile's album fist shipment was 1 million, they shipped that much because they were sure they could sell million. Although the end, their sale can't reach million and lots of albums stay unsold, but as long as their shipment are 1 million, RIAJ will approve them as 1 million seller.
While Arashi, their first shipment didn't reach 1 million, maybe around 800k. And I think because their album can sell more so they shipped more, BW's shipment only reach 1 million in December.
