Hmm okay...fair and tough on the chapter is one thing in discipline but not in prestige. Prestige is a reward for having done something.
Honestly - prestige doesn't cost you anything. If you do something that merits prestige in a category, give as much as you can. Why? It doesn't cost the CC anything, it doesn't cost the player anything as long as it's within the limits stated. It's INANELY slow to get prestige if you aren't an officer and even if you are it can be frustrating. My advice would be that as long as it's not like 20 prestige for picking up a tin can, look at the cap and get as close as you can to that without being ridiculous. As long as it meets or is under the caps - or has documentation for being over that cap - it will get taken care of in audit.
