This was a tad harder than the couples one because obviously you can't really know how a great writer is going to turn out when guiding an entire series, but I went with what I could by going through New Who, Torchwood and Being Human episode guides ... the only British shows I've watched and felt had a good handful

Small Worlds also totally foreshadows what Jack does in CoE, so he clearly had the characterization bang-on.

I think that I pretty much agree with your list and order. If Toby hadn't done Being Human, he probably would have made a great showrunner for DW. And we both adore Cornell!
