I think we can guess that Bill is more than passing familiar with one Gaius Baltar since the trip to armistice station.

For my own writer pride, I had to tie on the plot strings. And Baltar is always that dangling thread! Those who want to think well of him can assume he found out, passed on the information, and paid with his life, and those that don't see him in the best light can see his culpability leading to a very undignified death at the hands of the intelligence forces. :D
