And this is a prime example of how to do a drabble that features only one of A&R and a third-party character but still keep the focus on the A/R relationship. Because you know Cottle was thinking about suggesting a presidential bail-out from the moment Bill told him the problem.

- he SO is, rolling his eyes :D and that's the great about cottle, really, he does know the others so well - and in particular roslin and adama - because he usually sees them when they are most vulnerable, and at the same time there is doctor-patient confidentiality (if he decides to adhere to that, of course), which puts him in an ideal position to observe and occasionally drop comments that just ring true.

Of course. The president is supposed to extend the hand of friendship to the military, be a guiding hand in allocating scarce resources. And sometimes the president, as part of her responsibilities as the civilian closest to the military, should act as a mouthpiece for the military. (And to keep the balance of power, the president also has the duty to mouth off at the military when needed.)
The one thing the head of the civilian government does not have to do is just lie back and take it from the military.
