Honestly, the first time I wanted a mount was level 15, and I'm still bitter that I don't have one, not having reached the exalted plane of level 30 yet. Oblivion gave me a horse at level zero, and it would actually DIE if I rode it into a group of enemies. It didn't noobify the game in any way.
