It sounds bad, but is it also constitutional ("under the Constitution, Putin now has two weeks..."). Also, does it only affect the executive branch? It sounds like Parliament's still active. Maybe it's like if Bush fired all his cabinet members at once - his employees anyway, not a separate branch of government.
