Somewhat related- but David Skins- cough- who I havent spoken to in years was compiling alot of info on this- look up his magazine now online "left of the dial"- most of it is the middle years of punk- 80-92. He also just recieved some big fellowship/grant to concentrate on telling punk history through flyers....
I am sure a conversation with him would end up in pretentiousville, but if youre interested its a good place to start.

"I think I'd like to write a history of punk rock, post-punk and indie rock from an American's perspective. Now, of course I will focus on music from all over the world but I'd like to fill in those details that we're left out of American underground music from the 80's to early 90's."

If you haven't read it, this book totally rules. The title says "indie" but it's about punk, mostly.
