I don't really have any advice for most of this but is it possible for you to go somewhere else, where there's better internet? I could see that it would be very frustrating for Skype to be constantly cutting out. Do you have a friend with really great internet who wouldn't mind you coming over to do this? Just a thought.

I get nervous about this too--I've been on a couple skype interviews, but I'm still not sure I 'get' it. It seems like they should do the calling, though, since you want to accommodate the interviewer's schedule? My first interview, they just called me, and similar with my second. But for one I'm preparing for, they specifically request that I contact them on Skype at the interview time just to let them know I'm ready.

Also, as long as you can find a plain wall or whatever for your background, free of noise/distractions, the location shouldn't much matter.
